Sometimes it is, but it does not have to be.  Families with even extremely limited resources can access services that should help improve their financial situation, often times where the advice is at no cost.  Many financial experts are paid a commission through the sale of products, including mutual funds and  insurance.  If there is a cost, the value should justify the cost.  In other words, the service should improve your financial situation, not weaken it.
